新一轮科技革命和产业变革带来新的历史机遇,以央企为创新主体构建举国科技创新生态体系,借重“新型举国体制”的制度优势和央企科技创新“国家队”的资源配置优势,深入探索科技体制机制创新,打造国之重器,构建大学和科研院所点突破、行业企业研究机构线联动、央企面集成、金融机构网联通、国家部委体融合的“五位一体”创新体系。新体系将呈现出若干生态特征:形成人才队伍(水分)、发展需求(土壤)、科研环境(空气)、政策金融(阳光)、央企(树木)为核心的环境友好型创新生态。结合国家石油天然气管网集团有限公司创新实践与制度探索,文章阐述了以央企为核心主体、以业务发展为主驱动轮、以其他创新主体和要素为多级从动轮的科技创新生态体系构建过程。同时,论文尝试就我国在新型举国体制下探索建立更有利于激发创新活力、提升市场竞争力、实现高水平科技自立自强的新型国家科技创新生态体系进行理论探索,并提供实践方案。
The current environment of scientific and technological revolution and industrial transformation has produced new and historic opportunities. Central enterprises as the main drivers of innovation will enable a national science and technology innovation ecosystem to be developed. Against the backdrop of the institutional superiority of the "New National System" and the resource allocation advantages of the "Scientific and Technological Innovation National Team" for central enterprises, it is necessary to make a thorough investigation of the innovation of scientific and technological systems and mechanisms. This will produce outstanding talents for China so as to build a "five in one" innovation system, facilitating breakthroughs in universities and scientific research institutes, links between enterprises and research institutions, integration between central enterprises, connectivity of financial institutions, and cohesion among national ministries and commissions. A new environment-friendly innovation system with ecological characteristics will be developed, focusing on talent teams, development demand, the scientific research environment, finance policy, and central enterprises, analogous to water, soil, air, sunshine, and trees respectively in the natural ecosystem. Based on the outcomes of innovation practice and institutional exploration by the China Oil & Gas Pipeline Network Corporation, this paper describes the construction process of a scientific and technological innovation ecosystem with central enterprises as a primary component, business development as the main driving force, and other innovative subjects and elements as multi-level auxiliary forces. In addition, the paper also attempts to offer feasible schemes and theoretical achievements for China to develop a new national science and technology innovation ecosystem that is conducive to stimulating innovation vitality, improving market competitiveness, and realizing high-level scientific and technological self-reliance and self-improvement under the "New National System" .
